A nationally recognized attorney with extensive experience advising Head Start programs, Mr. Waters will lead “Wading Through Executive Orders: Implications for Head Start Programs,” on Monday, March 24, 2025. The session will cover key legal developments and address pressing  compliance concerns, including the Full Enrollment Initiative, monitoring findings and deficiencies, and the Designation Renewal System (DRS).
