Feldesman attorneys Phillip A. Escoriaza and Jesi J. Carlson will present on federal grants compliance at the Naval Postgraduate School’s Center for Homeland Defense and Security (CHDS) Executive Leaders Program on January 14, 2026. 

In their session, Mr. Escoriaza and Ms. Carlson will examine the legal framework governing federal funding and discuss compliance challenges faced by local, state, tribal, territorial and federal agencies. Their presentation, “The Federal Grant System,” will address common pitfalls in grant administration, including procurement errors, documentation gaps and oversight issues, while offering practical strategies for meeting federal requirements.  The program will also highlight ways to strengthen governance and accountability, helping organizations protect critical funding and maintain public trust.
