Feldesman Managing Partner Ted Waters to Deliver Key Sessions at OKPCA 2025 Annual Conference
On September 4, 2025, Feldesman Managing Partner Ted Waters will deliver three presentations at the OKPCA Annual Conference in Oklahoma City, focusing on recent and anticipated federal funding changes for federally qualified health centers (FQHCs). A recognized national authority on federal grants law, Mr. Waters is well-known for guiding health centers through complex regulatory and compliance challenges.
Mr. Waters will open the conference with the “Federal Update” general session, addressing both immediate and future impacts for health centers’ funding streams. His presentation will cover the current status of the federal government’s reinterpretation of “Federal public benefit,” grantee programmatic review based on the U.S. Department of Justice memo on “illegal DEI,” and potential enforcement actions affecting grantees.
His next session, “HRSA Grant Management Updates, Mr. Waters will discuss key developments from the U.S. Department of Health and Human Services. He will review the Title IX Certification requirement, describe the major elements of the “Improving Oversight of Federal Grantmaking” Executive Order, and provide practical guidance on the updated four-year period of performance.
