Feldesman Managing Partner Ted Waters will present on fiscal matters impacting health centers at the 2026 Oklahoma Primary Care Association (OKPCA) Annual Conference in Oklahoma City on September 1-3, 2026. 

In “Uniform Guidance Updates,” Mr. Waters will address the Office of Management and Budget’s proposed changes to the requirements for federal awards.  Focusing on potentially significant areas for health centers, Mr. Waters will discuss how written justifications for payment drawdowns, modifications to selected items of costs, and the elimination of fixed amount subawards, among other proposed changes, may affect health center’s policies, procedures, and operations. 

His second session, Financial Sustainability, will examine approaches for health centers to strengthen financial stability, including through expanded revenue opportunities, other lines of business, and mergers and acquisitions. Mr. Waters, well-known for guiding health centers through complex regulatory and compliance challenges, will offer insight and practical guidance for health centers working to remain resilient in an evolving federal funding environment.
