Feldesman Leifer LLP (Feldesman) is pleased to announce the promotion of Phillip A. Escoriaza to Partner, effective January 1, 2025. Mr. Escoriaza has been a valued attorney in the Firm since joining in 2018 and is a member of the Firm’s Federal Grants, Health Care and Education practice groups.

Through his bilingual, nationwide practice, Mr. Escoriaza advises a diverse client base encompassing non-profit organizations, municipalities, local government agencies, educational institutions, Head Start programs, community health centers, and other federal grantees. Over a legal career spanning almost 30 years, Mr. Escoriaza has successfully represented clients in contested matters and appeals before Puerto Rico, Connecticut and Federal Courts.

As General Counsel and Director of the Office of Legal Affairs at the University of Puerto Rico, Mr. Escoriaza oversaw all legal matters impacting the University’s flagship Rio Piedras campus. In addition, he reviewed major legislation and supported members of the Puerto Rico Senate as Executive Director of the Committee on Government Affairs.

Mr. Escoriaza has also served with distinction in the Government of Puerto Rico, holding roles such as Advisor for Federal Affairs to the Governor, Assistant to the President of the Government Development Bank for Puerto Rico, and Projects Coordinator and Procurements Board Chair at the Puerto Rico Public Broadcasting Corporation.

Mr. Escoriaza earned his A.B. from Princeton University in Politics and his Juris Doctor from the Yale Law School. He grew up in Puerto Rico, where he attended the University of Puerto Rico Secondary School (UHS). He is an active member of the legal community, having served on the Executive Committee of the Yale Law School Association and the Grant Law Committee of the American Bar Association. Beyond his legal and public service accomplishments, he frequently comments on breaking national and world news TV and radio news comment, providing legal and global news analysis for Telemundo (NBCUniversal) nationwide broadcasts and formerly on Univision Puerto Rico’s prime-time show, Los Seis de la Tarde.
