Feldesman Partner Quoted on California Rural Health Care District Legal Dispute

Kathryn E. Doi, Partner-in-Charge of Feldesman’s Sacramento, California office, was featured in the Daily Journal on September 13, 2024, discussing the ongoing legal battle between the Imperial Valley Healthcare District (Imperial) and the Pioneers Memorial Healthcare District (Pioneers). The article concerns Senate Bill 1070, a bill on the Governor’s desk for signature, which would grant Imperial a two-year extension to secure a permanent funding source. Pioneers, however, contends that SB 1070 follows a problematic precedent set by AB 918, which, according to Pioneers, mandates the dissolution of Pioneers’ district by the end of the year without a vote of the Pioneers’ voters or adequate funding for Imperial.

In the lawsuit, Ms. Doi critiqued AB 918, stating that it was “poorly designed and executed,” particularly in how it neglected to provide voters with a voice in key decisions affecting their own health care district as provided by law. She further expressed concerns that AB 918 could exacerbate challenges in the region’s healthcare system, disproportionately impacting Hispanic communities in Imperial County.
