Feldesman Partner to Present at NACCED Legislative Conference
Feldesman Partner Phillip A. Escoriaza will provide a PRWORA update at the National Association for County Community and Economic Development’s (NACCED) 2026 Legislative Conference on February 20 in Washington, DC.
In his session, “Evolving Landscape in Federal Programs Under PRWORA,” Mr. Escoriaza will address the recent changes to the definition of “Federal public benefit” under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA). Throughout his presentation, he will discuss how the new definition impacts counties and their subrecipients providing safety net services funded by the Department of Housing and Urban Development’s Community Planning and Development Programs, including the Community Development Block Grant (CDBG).
