Feldesman Partner Phillip Escoriaza will present at the National Head Start Association’s (NHSA) 2026 Conference, taking place from May 4-7, 2026, in Minneapolis, Minn. 

Mr. Escoriaza’s session, “Head Start Human Resources Requirements,” will address the complex personnel compliance requirements in the Head Start Program Performance Standards and related agency guidance. Drawing on his extensive experience advising Head Start programs, Mr. Escoriaza will examine Board responsibilities, background check requirements, and staff qualification standards. Mr. Escoriaza will also offer practical strategies to assist programs in developing and implementing effective, compliant policies and practices.
