Feldesman Partners Ted Waters and Adam Falcone will be featured speakers at the 2025 CPCA Annual Primary Care Association (CPCA) Annual Conference, taking place from October 30-31 in San Diego, CA.

Mr. Waters will present “Nine Months In – Where Do We Stand in Light of Administration Initiatives?” exploring how recent federal policy changes and administrative priorities are shaping the financial and operational landscape for federally qualified health centers.  A seasoned attorney with deep experience advising health centers federal grant requirements, Mr. Waters will examine the latest key federal developments and share strategies to help health centers adapt, thrive and maintain financially stability. 

In “From Contract to Impact: Building the Infrastructure and Metrics for Successful Value-Based Care,” Mr. Falcone will guide attendees through the essential components of implementing value-based care, from negotiating effective contracts to establishing performance metrics and infrastructure to supporting long-term success. Mr. Falcone will draw on his decades of experience with health centers and managed care contracting to offer practical strategies for connecting payment models to quality outcomes, helping health centers transition from traditional reimbursement structures to sustainable, value-driven care delivery.
