Feldesman Partners to Speak at 2025 National Head Start Conference

Feldesman Partners Phillip Escoriaza and Ted Waters will speak at the National Head Start Association’s (NHSA) 2025 Conference, taking place from May 19 – 22, 2025, in Columbus, Ohio. Their sessions will address major regulatory shifts and operational strategies vital for Head Start grantees navigating a changing compliance landscape. 

Monday, May 19

Mr. Escoriaza will lead “Moving to Uniform Guidance” from 1:00 – 4:00 p.m. This in-depth session will examine the transition of Head Start grants from 45 CFR Part 75 to the revised 2 CFR Part 200, and cover updates to disclosures, cybersecurity, procurement, subrecipients agreements, and the latest HHS Grants Policy Statement. 

Mr. Waters will lead “Adapting and Thriving: Strategies for Success in a Changing Landscape” from 1:00 – 4:00 p.m., a leadership-focused workshop offering Head Start executives practical tools to comply with regulations while enhancing governance, financial systems, and organizational strategy.

Tuesday, May 20  

Mr. Waters will also lead “Health and Safety Incident Reporting” from 1:00 – 2:15 p.m., addressing the updated Head Start Program Performance Standards, reporting obligations, and common gray areas when managing incidents involving children.

Wednesday, May 21

From 11:00 – 12:00 p.m., Mr. Waters will present “Full Enrollment Initiative,” where he will provide compliance guidance for enrollment requirements, including approaches to recruitment, slot reduction, and managing “chronically underenrolled” designations.
