The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has released the Fiscal Year (FY) 2026 Notice of Proposed Funding Opportunity (NOFO) for the Nonprofit Security Grant Program (NSGP). The program makes $300 million available to help eligible nonprofit organizations strengthen physical security, cybersecurity, and facilities against potential terrorist and extremist threats. 

Although nonprofit organizations cannot apply directly to FEMA, eligible organizations may receive funding as subapplicants through their State Administrative Agency (SAA). Eligible entities include houses of worship, educational institutions, museums, senior centers, community centers, day camps, and other qualifying nonprofit organizations located in designated high-risk urban areas, as well as certain organizations outside those areas.

The NSGP supports projects that strengthen nonprofit preparedness while promoting coordination with broader state and local emergency preparedness efforts. Allowable activities include security planning, training, exercises, contracted security personnel, facility hardening, and the acquisition and installation of security equipment to help safeguard nonprofit facilities.

Under the NOFO, eligible nonprofit organizations must prepare an Investment Justification demonstrating the risks facing their facilities, identifying security vulnerabilities, and explaining how the proposed project will address those vulnerabilities and strengthen organizational preparedness. FEMA’s application deadline is July 24, 2026, although many SAAs establish earlier internal deadlines for nonprofit subapplications. Organizations interested in pursuing funding should contact their SAA as soon as possible to confirm applicable deadlines and submission requirements.
