Kevin R. Lutes focuses on regulatory compliance and litigation support for health care providers, behavioral health organizations, and other stakeholders navigating complex federal health care programs.

Before joining the firm, Mr. Lutes served as an Attorney Advisor in the Office of the General Counsel at the U.S. Department of Health and Human Services (HHS), Centers for Medicare & Medicaid Services Division (CMSD). In that role, he provided legal guidance on proposed and final regulations, agency guidance documents, grants and cooperative agreements, and technical assistance to Congress. His work spanned key areas including health information technology interoperability, HIPAA administrative simplification, the Medicare Quality Payment Program, Center for Medicare and Medicaid Innovation (CMMI) model administration, and the implementation of artificial intelligence in health care settings.

Earlier, Mr. Lutes was a Charles F.C. Ruff Fellow in the Civil Enforcement Section of the Office of the Attorney General for the District of Columbia, where he managed a substantial litigation docket and represented the District in civil and administrative matters. He also served as a Case Manager in the Office of the Solicitor General, supporting appellate litigation and briefing in cases at all stages, including matters before the U.S. Supreme Court.
