Experienced 340B Attorney Joins Feldesman Leifer LLP

Washington, DC – Feldesman Leifer LLP (Feldesman) proudly welcomes Stephen Kuperberg as a Partner in the firm’s Health Care and Litigation & Government Investigations Practice Groups effective March 18, 2024. With over 25 years of diverse experience spanning private practice, nonprofit organizations and roles within state and Federal governments, Mr. Kuperberg brings invaluable depth to the firm.  

At Feldesman, Mr. Kuperberg will concentrate on a wide array of litigation, regulatory and advisory matters, with a particular emphasis on issues associated with the 340B Drug Discount Program, health care fraud, contract disputes and the False Claims Act. 

Before joining Feldesman, Mr. Kuperberg served as a Partner with several law firms in Washington, DC. His practice primarily involved representing 340B-eligible nonprofit hospitals and clinics, as well as their stakeholders. Additionally, he represented qui tam relators in False Claims Act cases involving the Small Business Act, Trafficking Victims Protection Act and antitrust violations. Mr. Kuperberg also represented government contractors in procurement-related issues and handled complex state and federal commercial litigation.

Mr. Kuperberg’s experience extends beyond legal practice to issue-related education, engagement and advocacy. After spending seven years leading nonprofit advocacy and policy organizations in Washington, DC, he played a pivotal role in founding Community Voices for 340B, the inaugural educational nonprofit aimed at fostering community awareness and support for the 340B Program. 

As a public servant, Mr. Kuperberg held prominent positions, including a Trial Attorney for the U.S. Department of Justice, Antitrust Division, National Criminal Enforcement Section, and an Assistant State’s Attorney at the State’s Attorney Office for Montgomery County, Maryland.

Mr. Kuperberg is an alumnus of the University of Michigan Law School, where he earned his J.D., cum laude, and served as a contributing editor for the Michigan Law Review. He also holds an A.B. in Philosophy, with distinction, from the University of Michigan. Mr. Kuperberg clerked for the Honorable Benson E. Legg, U.S. District Court for the District of Maryland.

A prolific speaker and author, Mr. Kuperberg has been recognized for his insightful publications, including contributions to the 340B Report, Bloomberg BNA’s Medicare Report, Law360 and serving as an instructor at the National Inspector General Institute and for The George Washington University’s Healthcare Compliance Corporate Certification Program.
