FTLF Senior Counsel Phillip A. Escoriaza will lead two sessions at the Region II Head Start Association Annual Conference in San Juan, Puerto Rico, from October 16 – 19, 2023. During his presentations, Mr. Escoriaza will address the top issues faced by Head Start programs maintaining compliance with federal funding rules and managing human resources while facing staff shortages.

On Tuesday, October 17, Mr. Escoriaza will present “Head Start Grants Management 101” from 8:00 – 9:30 a.m. Serving as an entry point for those new to Head Start grants, this session will cover the key grant management requirements and concepts fundamental to proper administration of a Head Start award.  

Mr. Escoriaza will return on Wednesday, October 18 from 8:00 – 9:30 a.m. to speak on “Head Start Human Resources 101.” Throughout this session, he will draw from his experience counseling and training hundreds of Head Start professionals to explain the complexities found at the intersection of employment law and Head Start requirements.
